Where is this dropdown?

If you're talking about the cities in the timezone dropdown, those strings aren't in WordPress at all. They come from your PHP installation.

Looks like a the timezone has been added in a newer PHP version. Can you please open a ticket on core.trac.wordpress.org similar to ​#core36828? Thanks!
