Filter to view completed projects

Description

Currently our GlotPress installation doesn't have the ability to filter to 100% translated projects only.

The filters specifically avoid including projects without strings to translate.

It'd be useful to have that view available if only to be able to see what projects a community has fully translated.

Translate: Add a 100% Translated project filter to the project overview page.

This filter filters to the projects that all the other filters exclude.

Fixes #3763.

Not 100% on the filter name, but went with for now.

Does it make sense that projects are included using this filter, which are "not properly prepared for localization"?

@Presskopp that sounds like a great question for a new ticket. If they do get filtered or not I figured it'd be good to denote them graphically so setup #3764 to introduce the notice and a yellow border on the project tile.

@dd32 Thanks so much for this, it'll greatly speed up variant translations us English variant translators got together and will be sharing strings across locales using this to identify complete projects.
One minor note I opened #3765 to address is the filter can be suppressed from the Waiting view as you can't have a project in waiting when it's 100% translated.

Not really I guess, but excluding them would be more work than it's worth IMHO.

The filter currently includes projects which -have- strings and have the same number of strings marked as current, ie. where the 100% badge would appear.
