New private posts on https://make.wordpress.org/systems/ seem to not generate subscription notifications, which makes it hard for the systems team to respond to high priority items in a timely manner.

This seems to be fixed with the new Private Posts plugin introduced in [7618]. Please feel free to reopen if there are more private posts that don't trigger a notification email.
