A bars does not always appear

Why on the main pages of WordPress, such as

and others there are no bars with buttons for user login?

If the user log in, then everything is fine.

But the site WordPresss.org still does not appear a bars.

This is intentional. The main site view does not use user logins in any way, and we don't want the admin bar to appear on it.

And why hide the login button?

Because there is no need to log in from the home page. On pages that actually need login information or use user accounts, the admin bar and the login button appear.
