When I go to ​https://wordpress.org/plugins, I am offered to go to my language (​https://ru.wordpress.org/plugins).
But when I go to ​https://wordpress.org/themes, I'm NOT offered to go to my language (​https://ru.wordpress.org/themes).

There is no ​https://en.wordpress.org/themes.

I was a little mistaken. Correcting.

When I go to ​https://wordpress.org/plugins, I am offered to go to my language (​https://ru.wordpress.org/plugins).
