Context : Organising WordCamp and using CampTix Coupon Codes.
Currently, when using a coupon code for multiple people (for example for speakers), there is no possibility to limit the number of tickets that one can buy with the coupon.
That means that a speaker that gets the coupon code will be able to register multiple people in one go. We had two cases where a speaker got a free ticket for their friend this way.
Adding a "max number of tickets per order" parameter for each coupon code would help solve this problem (although it would not prevent a speaker to get two tickets in two separate registrations).

I agree that this wouldn't solve the entire problem and that setting clear expectations of the speakers is part of the solution. However, it would have helped in the two real-world cases that we had:
If the user tries to get 2 tickets using the coupon and sees that the second one is not free, then he's made aware of the rule by the system. A honest user will simply pay for the second ticket. It would take a few extra steps (both mentally and physically) to try to game the system and register twice using the same coupon code.
In the current situation, if the user tries to get 2 or more tickets using the coupon, the system allows him to get both of them for free without a warning, which makes it looks like it's ok.
So I do believe that adding a limitation would be helpful, although I agree that this is not a high priority item. (Another solution is for the organiser to use a different coupon code for each speaker.)
This doesn't seem like something that should be solved through code, but rather through clear expectations of the speakers.
It should be made clear that the coupon is for their ticket only, if they abuse that the other tickets get canceled.
As it'd be impossible to prevent someone sharing the coupon with someone else, or making multiple orders, adding a max-per-order limit doesn't seem realistically useful.
