Add a temporary content testing survey to the download page

We need to add a pop-over survey to ​https://wordpress.org/download/ with the following content:

It should be optional, and (TBC) on the English site only.

Yes, I think so. It already exists in someone else's instance, but we can recreate it in the wordpress.org shared account.

Modification to the ticket - this poll is just for /download/ . It should not go on the homepage. We will do a specific one for the homepage based on what we learn on /download/.

For the poll itself, an example is in the WordPress.org's corporate PollDaddy account under "toddpersonal" as an example. @chanthaboune that is the one you gave me some time ago. We should not use that account for "production", I was just using that for testing.

The Marketing group was going to have an "official" Polldaddy account under the WordPress.org's Corporate account. Josepha, do you have Marketing's Polldaddy account? That is where the actual poll should reside to keep the data and the process under the Marketing group's responsibility.

Awesome, thanks for taking care of this. The poll has collected over 10,000 responses so I have closed the poll from within Polldaddy for now. You should no longer see it on the page.

Procedure wise, we have some refining of the page to do based from the results. After that change we will likely run another poll.
