Support Forums: Add counters to moderation links

@sevlad suggested adding counters to moderation links that require an action, see an example screenshot.
For a quick access from any page, it might also be a good idea to add these links under "My Account" in admin bar, as a follow-up to [6303].

When a corresponding queue is not empty, the link to the view can be highlighted with bold text.

If the queries for showing the numbers would be too heavy, then it might still be useful to just mark (say with an asterisk *) that there's "something" in that queue.
(numbers are better, of course, for instance since the global forums keep a topic modlooked all the time)

They probably would be, but we can work around that by keeping a cached count and only recounting upon an action taking place (or incrementing/decrementing it when an action takes place).
I think some of the views are limited to recent topics anyway, which would make the queries much faster, although I think some caching would still be warranted.

For support forums in various locales this would really be helpful. One needs to remember to check these links every day. There may be something there once in a blue moon, so it's easy to forget.
