Add "badges" next to team members usernames in Trac

Description
Currently when users participate in Trac discussions, other users have no idea who they are, who they represent, or which WordPress.org teams they are a part of.
It would be very useful to have some sort of textual "badge" next to usernames, e.g.:
@username (Meta Team, Docs Team)
@otherusername (Plugins Team, Themes Team)
Reddit badges are a good example.

By and large, I think this is not the best idea, because people wear many hats, and things change over time and from release to release. We should focus on the content in trac, not the people.
But, we may at some future point allow for the custom title system in the support forums be pulled in here. Dunno, that is prone to abuse. In any case, not at this time.
