Jake Goldman has a plugin for letting you order pages with drag-n-drop: http://wordpress.org/plugins/simple-page-ordering/

It would be nice to have this for the Handbooks.

Most handbooks are already "in situ", as in they're where they will end up. In those cases (/core/handbook/, /docs/handbook/, etc.), they leverage the Handbook plugins which make everything a custom post type, and create a sidebar for those pages. From there, core custom menus can be used to create a flexible menu.

For handbooks that are still "transient", such as the plugin and theme developer handbooks, the big concern right now is content, not ordering of the menus. Eventually they will also leverage most of the Handbook code at their future home (learn.wordpress.org) which will then most likely include a manually edited menu.

Ok, that's fine. I'm using WordPress' UI for setting the menu order for now.
