Please change this sentence in the first paragraph:

In 2019 we’re focusing on Phase 2 which brings block editing to the entire site, not just posts and pages.

To:

In 2019 we’re focusing on Phase 2 which will provide a way for themes to visually register content areas, and expose these in Gutenberg.

I much prefer the first one.

The whole concept of a theme registering an area to do its main function is really rather bizarre.

Also, any reference to the new editor in core should be "block editor" and any reference to the plugin should be "Gutenberg".

It's the Gutenberg project, of which this is phase 2. The resulting feature in phase 1 was the block editor, the resulting feature in phase 2 will be as described above, at least, that is the plan, which the roadmap reflects. The wording here is not going to change the outcome much, the wording change makes slightly clearer what we intend to do. If you wish to influence what we (as in, the whole project) are going to do, this is not the right place :)
