plugins.trac.wordpress.org, meta.trac.wordpress.org, buddypress.trac.wordpress.org and other *.trac.wordpress.org environments need Google Tag Manager tags; otherwise, we confuse external referrals into/through our sites with 'internal' referrals via these subdomains.
