It seems like that the Dashicons page ​https://developer.wordpress.org/resource/dashicons is broken.

The Dashicons font and CSS is not loaded and therefore no icons are shown.

(Checked around 09:15 CET on 2019-02-18)

In 8266:

Developer Theme: Remove the removing of dashicons.

The global header no longer enqueues dashicons if the WordPress has enqueued it.
