Link to the next page for each page in handbooks

Navigating through the handbook is a little cumbersome because one can find links only at the left column. It would help to have a link to the next page at the bottom of each page too, so that there is a single flow of articles when people read through the handbook.

Probably, all handbooks need a link to the next page, as well.

We do this in the theme and plugin developer handbooks. We could probably turn it on for contributor handbooks too.
