Add a localized filter/view to Plugin and Theme directories

Hello,

While looking at the Theme and Plugin directories from a non-english user perspective it could be helpful to provide a filter/view to surface fully or mostly translated plugins/themes.

On the Theme Directory - ​https://en-ca.wordpress.org/themes/
This could simply be another tab along with 'Featured', 'Popular', 'Latest' and 'Favourites' that is labelled 'Localized' and that lists themes that are Translation Ready and orders them by translation percent.

On the Plugin Directory - ​https://en-ca.wordpress.org/plugins/
This could simply be another section similar to the 'Block-Enabled Plugins', 'Featured Plugins', 'Beta Plugins', 'My Favourites' and 'Popular Plugins' that is labelled 'Localized Plugins' and gives the 4 plugin tiles and a See all to view all Translation Ready plugins that are 100% or near 100% translated.

These views/filters would only be introduced on localized pages as en_US wouldn't make sense to have it.

Hope that makes sense, hoping it can surface localized plugins to non-english users more readily.

The directory is already weighting translated items higher so another view just seems unnecessary as it would already be covered by one of the other views which even gives you results for the requested functionality/design not just based on something being translated or not.
