Fix h5 headers on theme sidebar

Description

The current <h5> headers under the Development section in the sidebar are larger than the <h4> headers. Patch adjusts them to slightly smaller text and includes a slight indent as well.

Would we be better off removing the <h4> Development header and just promoting the <h5>'s to <h4>'s here?

Don't see why that wouldn't work either, will whip up a quick patch for that
