Rosetta: allow custom redirects

Rosetta sites should have a way to do simple redirects.

Case: we have a few legacy pages in fi.wordpress.org. For example, our download page is custom at fi.wordpress.org/lataa-wordpress and we’re now planning to switch use the download template fi.wordpress.org/download.

There are also a few other pages with a similar situation, but the change is a bit impossible to do for now because the old url (/lataa-wordpress) is linked to multiple different places on the internet.

There's a similar ticket for WordPress core: #WP4328. Once it's fixed (hopefully in 5.3), WordPress should be able to redirect any renamed page slug to the new one automatically.

I'm not sure if automatic redirects will do the trick in every situation. Using the same example, downloads is "mu"-page and our custom page lataa-wordpress will re removed instead of renaming its slug.
