Add Public Posts Preview plugin to WordCamp.org sites

Description
It would be super helpful if we could have the ability to use the Public Posts Preview plugin on WordCamp.org sites. It's already installed and usable on the make sites as well as .org/news, so its definitely vetted and tested.
Current use cases:
- WordCamp US is working on 18 posts about the various contributor teams and it would be super helpful to get feedback from each of those teams on their individual posts.
- The comms team for WCUS specifically said it would be nice to be able to have specific posts reviewed by people outside the team, and that PPP would "make our lives easier".

I was honestly surprised this wasn't already available for the WordCamp.org sites. I agree that this would be a valuable tool for folks working on WordCamps who need to get feedback from various stakeholders on posts before they're published.

Whether to install it or not is probably more of a Community Team decision than a technical one, though, so it'd be best to publish a post on make/Community asking for feedback/approval.
Looks like we're getting positive feedback and approval across the board there
Personally, I would probably leave it deactivated by default, but add it to the list of plugins that camps can activate themselves if they want to

Since it's written by @ocean90 and already running on w.org, I don't have any technical/security objections.
