Make Handbook sidebar menu collapsible

Description

The sidebar navigation on the Handbooks is by default expanded. This makes it hard to navigate. I would like to propose that we make all the inner items toggleable as well.

New patch uploaded to address .editorconfig issues and making sure that inner menus are expanded correctly.
