Description
At the moment, the structure of the page title on Profile pages is:
WordPress > Profiles » {{NAME}}
E.g., on https://profiles.wordpress.org/youknowriad/, that results in WordPress › Profiles » Riad Benguella
The format should be changed to:
{{NAME}} - {{SHORTNAME}} | WordPress.org
E.g., on https://profiles.wordpress.org/youknowriad/, that results in Riad Benguella - @youknowriad | WordPress.org

I superseded the differing recommendation you made for profile document titles in #4277 by using this ticket's recommendation.
