Add details summary block to the Theme Review sites

I've created a block for creating a <details> markup which will allow us to add code examples on the theme review handbook without creating a mess of that page.

Add the `<summary>` block plugin as requested by the Theme Review Team for their handbook formatting.

My quick testing of it showed it being rather buggy, and impossible to add the summary when the summary was blanked (Plus the placeholder text is actual text and not a placeholder, etc) but I didn't see any concerns with adding it. It's currently pinned to a specific release, so you'll need to ping a meta team member (#meta is good enough, or re-open this ticket) if you need it to be updated.
