Make the option "Featured Images" available for local sites.

Due to the lack of Jetpack permissions, locale managers cannot set up a default image to be sent as og:image when a post is shared on social networks.

Unfortunately, we can't add a featured image per blog post that could otherwise be delivered as og:image.

It would be a relief for the editors on the local sites if the option "Featured Image" were available in the block editor.

It is not necessary that the "featured images" also have to be displayed in the single view of a blog entry or not in the archive view. So there is no need to change the theme itself.

My only concern with this request is that we as local managers can exert more influence on which image is used as og:image for the social networks.

Is there a special reason why the option for featured images on local sites is disabled? I'd like to discuss that.

Perhaps as a way to move this forward, you could provide a scenario in which it'd be wanted to customise the og:image for posts? and an example of what it'd be set to.

I don't have any background on why the theme doesn't declare featured image support.

Featured images are currently not used in the theme but this enables to use them via open graph tags when a page is shared.

Fixes #4596.

In [dotorg15701]/[dotorg15702] I also added a better default (square) image for Twitter cards, see attached screenshots for before/after.
