Prevent new reviews made on closed plugins

Description

Once a plugin is closed, we should stop allowing people to leave reviews on the plugin.

Hmm, [9041] also disallows editing older reviews for closed plugins. Reopening to address that.

Is that a problem? The fact that reviews can be edited after the relevant plugin is no longer available doesn't seem like a huge issue, it nearly feels like it'd be expected if new reviews can't be created.

I can see a scenario where it would be wanted, changing a positive review to one of "totally worthless, no longer being updated" but that doesn't help anymore.

I don’t know that it’s a problem, honestly. The main issue we face is people leaving mean spirited reviews on closed plugins. Once in a while, a closed plugin’s author decides to sockpuppet and l ave a lot of 5 star reviews to argue they should be reopened. I feel that it would be okay not to allow edits on reviews for closed plugins, along that vein.
