Background: #1496

At some point, search by a translated plugin name used to work at least in a localized plugin directory. As noted in comment:9:ticket:1496, https://ru.wordpress.org/plugins/search/имена+пользователей+на+кириллице/ used to display the Allow Cyrillic Usernames plugin.

This no longer works:

  1. Go to https://ru.wordpress.org/plugins/.
  2. Enter имена пользователей на кириллице in the search field.
  3. The page reloads without a query, no search is performed.
  4. If you go to https://ru.wordpress.org/plugins/search/имена+пользователей+на+кириллице/ directly, the search query is also empty.

Apparently non-ASCII search queries are no longer supported.
