Remove "Pages" section from handbooks

Description

​As discussed with the docs team, we should remove the "Pages" section from handbooks. It's a code change to the plugin. We should be careful not to remove the Topics box in the process.

The fix I landed breaks table of contents for in-development developer handbooks. Backed it out.
