Pages like https://make.wordpress.org/summit/author/rianrietveld/ serve little purpose, and should (be disabled/deleted, and) 301 redirect to https://make.wordpress.org/summit/.

If that's politically sensitive, they should instead have a meta robots tag (with a value of 'noindex, follow'), in addition to a canonical URL tag.

Given recent tickets, are there any sites where you do believe the /author/{user} archives are useful?

They can be useful when they have descriptive bios, and on multi-author sites where they're distinctly useful / different to other existing taxonomy archives.
