Gutenberg page title swapping + defaults

The Gutenberg page (​https://wordpress.org/gutenberg/) should append | WordPress.org to the end of the title.

This should also be applied to localised versions of the page (e.g., ​https://fr.wordpress.org/gutenberg/), which should also append the country code (e.g., La nouvelle expérience d'édition Gutenberg | WordPress.org (FR)

Localised versions of the page should also remove the JavaScript which replaces the title with the English version.
