Don't output inactive/invalid HREFLANG references

Various parts of the site (plugins, themes, homepages) output HREFLANG tags to cross-reference localised versions of the same page.

In many cases, these tags contain invalid Rosetta sites. E.g., see the reference to <link rel="alternate" href="https://nl_NL_formal.wordpress.org/themes/boots/" hreflang="nl-nl" /> on ​https://wordpress.org/themes/boots/.

The nl_NL_formal website doesn't exist / isn't accessible.

We need to remove links to invalid/inactive Rosetta sites/URLs.

In 9180:

WordPress.org, Plugin Directory, and Theme Directory: Sync the hreflang tag implementations. This prevents linking to non-existent sites.

Fixes #4713.
