Create an `@npm-committers` group in Slack

Description
In Slack, there are the @committers
, and more recently, @maintainers
user groups. These are useful for directing attention to issues, making the group members aware of something, etc.
It would be great if there were also an @npm-committers
user group containing everyone with the ability to publish updates to NPM packages.

There's probably some merit in also creating a few other teams based on the WordPress organization GitHub teams at: https://github.com/orgs/WordPress/teams
The two that standout initially to me would be the two Gutenberg teams:
- Gutenberg - Gutenberg development team
- Gutenberg Core - Gutenberg leads

There are now 19 members that can publish packages to npm. It would be great to have a way to catch their attention when there is a need to publish some sort of hotfix for JS code maintained in WordPress packages.

Created the slack user group and assigned the initial set of users based on npm owner ls @wordpress/block-library
.
Get in touch with a slack admin, or #meta to add/remove people from the group. There's plenty of admins who have access to do so. Unfortunately Slack doesn't allow groups to self-manage membership.
