Add city@wordcamp dot org as a recipient of invoice emails

Description
Currently, city@wordcamp dot org does not receive invoice related emails.
1) Sponsor/vendor invoice PDFs are sent to the author of the invoice.
2) Alert emails (e.g. Pending invoice) are sent to the author & main organizer.
I think it's best city@wordcamp dot org is added to all communication.
The invoice number is only found in the invoice PDF, but not found on wordcamp.org website. It's sometimes difficult to quickly pull up the number when the author is busy/away. Especially with WordCamps where there are more than one sponsor/budget wranglers, it'd be helpful city@wordcamp dot org could receive all notifications about invoices.

I think a better fix should be a field in settings that determines which emails get notified.
In small WordCamps usually it's one personal creating the invoice so it's all good. In flagship ones, we might use a separate sponsor email. (We are in WordCamp Asia) So notifying the main WordCamp email would not be useful
