Improve email for "WordPress X.X is imminent! Are your plugins ready?"

Description
WordPress.org sends emails to all plugin developers before each new major WordPress version release.
The email could be easily improved: it should provide direct links or methods to download and test the latest WordPress version. For example, we could just add this at the end of those emails :
"In order to ensure compatibility, you can download and beta test your plugin with the latest WordPress version here: https://make.wordpress.org/core/handbook/testing/beta-testing/

We can make a note to put that in the next email.
FWIW, generally developers are aware of how to get beta (we got a grand total of one person asking this release). I'm tagging this to close because it's not really something meta can fix :)
The email is actually pretty manual, it's not automated as such.
The Plugins team sets up the content each release and sends it out to plugin authors.
