Pages like ​https://make.wordpress.org/marketing/tag/design/ (and their paginated states) should output a meta robots tag, with a noindex, follow directive.

It currently does this when the tag contains fewer than 3 posts (your example has 4). Would it be better to adjust that number, or apply it to all tag pages regardless of post count?

Let's completely noindex these until some theoretical future when they're more useful (tailored content, managed meta, etc).
