i18n: Language pack creation for plugins uses incorrect basis for threshold calculation

Description

The translations of the plugin "Ultra Community" show clearly that the implementation of thresholds for language pack creation is currently incorrect.

At point of writing this ticket, the Swedish translation of "Stable" is 100% and "Dev" is 65%. URL: https://translate.wordpress.org/locale/sv/default/wp-plugins/ultra-community/ I will attach a screenshot.

Despite the Stable branch being translated to 100%, no language pack has been created. And the log entry (searching in Slack for "ultra-community in:#meta-language-packs" reveals a note that translation is below threshold (65%). I'll attach a screenshot of this, too.

@tobifjellner I see some strange things:

  • It looks like after v2.0.24 they went to version 2.0.15?
  • Also the stable tag is set to 2.0.24, but that folder does not exist under /tags, so it defaults to trunk

  • Status changed from new to closed

Thanks Pascal. I've seen more strange things in there (things on string level that may work OK in English, but much less in other languages.)
ok. Let's then close this ticket and hope that @mihche finds this and corrects things.(At the same time, he'd really need to check more of his strings, too.)
