Description
When alerting a user to bad behavior, mods are encouraged to at-mention the user in question to ensure a notification is sent to them.
Currently, this means that ill-intended posts need to be approved, and made public, first, then a notification is sent, before the post may be archived.
The ideal scenario is that the post is archived first, and then a reply can be written on the topic or post mentioning the user.

Fixed in [dotog-15620] - bbPress replies on unpublished threads will now trigger notifications if the current user has moderation rights over that topic.
Please do test it out though :)
