Tweak pagination plugin title format

Description

The 'paged' component in paginated plugin tag queries is inconsistent with other areas. The delimiter between the page 'name' and paginated status is currently a pipe, when it should be a hyphen.

E.g., the title on ​https://wordpress.org/plugins/tags/https/page/2/ is Plugins categorized as https | Page 2 of 3 | WordPress.org - it should be Plugins categorized as https - Page 2 of 3 | WordPress.org.
