Use standard language abbreviations

Description
The use of language codes on WordPress.tv need a full review. A submission of a subtitle could not be done because of a hardcoded, non-standard list of languages.
WordPress.tv is currently using it's internal language list from https://wptv.wordpress.com/wp-admin/edit-tags.php?taxonomy=language e.g. Czech/Čeština but also has some fixed/hardcoded lists e.g. https://wordpress.tv/subtitle/?video=98898
WordPress has languages defined on https://make.wordpress.org/polyglots/teams/ and https://translate.wordpress.org/api/languages/
YouTube is using ISO-639-1 abbreviations with some exceptions (see https://cloud.google.com/translate/docs/languages)
