This feed http://wordpress.org/support/rss/topics, as published in the header for Forums http://wordpress.org/support/, gives 404.

Note: This appears to be a bug with the nginx rules. The same bug appears to have also been in the htaccess rules when we still used those.

Removing 'needs-patch' from components that are not open sourced yet, to help focus on tickets that actually need a patch.

After the upgrade to bbPress 2.x in #1544, this feed appears to work:
https://wordpress.org/support/view/all-topics/feed/

However, it's not added as a <link> element to the forums theme header, so let's add it there. See also #1999.

This should be handled in #1999 with the other items there, as we no longer submit a feed-tag on the support front page.

As such I'll mark this one invalid, as it's no longer a valid issue for the front page.
