    1 I can see the use case for either rule 1, as you have noted, but I think that there really isn't a sentence formed the headline, and then images, followed by a paragraph at the end of the block. It seems like [Rule 2 here](https://www.grammarbook.com/punctuation/ellipses.asp) would be a better fit.
