API: all categories should be shown, even if they are not attached to videos

Description

When running ​https://wordpress.tv/api/categories.json ALL existing categories should be shown. At this moment only categories that are attached to at least one video are show.

We are getting from this API route the list of all possible cities and if a city does not yet have videos attached, the city is not shown
