Forum code block handles "Expand"/"Contract" are not localized

Changeset [9607] introduced folding for long codeblocks, however Expand and Contract handles are not localized,
example:

"Expand" should say "Erweitern"
and "Contract" - "Vertrag"

Same goes for all other Rosetta forums.
