Profiles: Assign Polyglots badge to locale contributors

The list of validators can be retrieved from GlotPress or via the Credits API.

Yes. There's no automatic process for this at the moment, hence this ticket :)

That would be the reason why I never raised it, because I had one already and thought it was automated.
