Based on core ticket, I convert all ERROR to Error.

Rather than just re-casing Error should we rework these error messages to self-identify as an error?

It doesn't look like most of these actually need the prefix, and the vast majority are strings that are literally never seen (Such as the moderation strings)

I'm new to WordPress and I don't know when and where these messages will appear, I just see them when I explore the meta codes :)

If it is clear that they are error, well ERROR can be remove as a prefix.
