Add "Related" tab on the "Plugin" single page

I have a request for a new tab on the plugin single page.

That would be great if the "Related" plugin tab added on the page. So, the user can get the idea of how many related plugins on the directory.

We don't have any data to relate different plugins together, and we're already maxed out at spaces for tabs there on smaller screens.
