Send slack notification when a ticket component changes

Description
I think it'd be helpful if when a trac ticket changes components, the new component would receive a slack notification. I think this would help make sure new tickets get seen by the right team if they were initially opened in the incorrect component.
In my mind, it'd be the same type of notification as if it was initially opened in that component. But @dd32 mentioned it could also be the comment changing the component.
