​https://make.wordpress.org/communities is such a unique URL that I'm curious where/what/when is linking to it.

Do you have any referer information available for it?

Otherwise, IMHO, wontfix since it's such a specific and not-linked-to url.
Feel free to suggest better content for the resulting 404 page.

Actually yeah, I'm closing this as wontfix unless you can provide some traffic-source data.

This URL isn't showing up in any major search engines indexes, any traffic to the URL can't be so important that it can't find what they want via the existing 404.

I don't have Google Search Console access to make.wordpress.org, so can't provide meaningful stats. However, this is linked to from within various parts of the dot org ecosystem, which is why I discovered it and included it.
