Plugin Directory: Reformat Author Card

Now that we're tracking more information, we need to rejigger the page so it's readble.

• Add new IPs to 'watch' list
• Warn for Yahoo in email
• Check how new the developer is
• Check for formats of problematic usernames
• Check how many plugins people submit in a short timeframe
• reformat page for readability and more checks

This looks okay on my dev site, but someone else having a double check would be great. (Otto should trip the 'username ends in numbers!' flags)

I can confirm that the username ends in numbers check went off for me :) But it also thought I registered less than 4 days ago... sooo :)

Made a few small changes here and there, but it seems to work.
