HTML video loading issue on iOS and macOS

HTML videos in articles are not loading on iOS and macOS (Safari) devices.

For make.wordpress.org I ​enabled media offloading from ms-files.php, but going forward I think I'd prefer to remove ms-files.php usage for such sites instead.

Since I'm not well versed with the media rewrites, ​I followed up with the core multisite team

It's not clear to me whether or not the workaround was applied to wordpress.org/support. There are currently 58 videos used in the documentation of WordPress blocks. At present a lot of this documentation is of little value to user's who can't see the videos.

Can this issue be revisited sooner rather than later? The docs team would benefit from knowing what to do.

r17014-dotorg should polyfill Range support, and that means the videos referenced above should work.
