Description
Background: #1952
The "WordPress support forums are also available in %s" banner is now displayed on https://wordpress.org/support/, but not on https://wordpress.org/support/forums/, which is often linked to from Trac when closing a ticket that should have been a support topic instead.
It should be displayed on both pages.

Closing in favor of #5951, although a newer duplicate, it has more activity and traction.
