Create a weekly post for Component Maintainers status updates on the Core blog

Following a discussion that originated in March and was wrapped up in September, I would like to ask to have a scheduled weekly post, to go up on Mondays at 05:00 AM UTC in the Core blog with the proposed text:

Title: Weekly Updates from Components
Text: Hello to all the @maintainers It's time for a #weekly-update!

• What is a win you’ve had since the last update
• What are some things you’d like attention on and what kind of attention
• What are things you’re stuck on, especially as related to the current release cycle.

This sounds good, it's straight and to the point.

Two bits of feedback:

1. The questions need trailing question marks
2. I would like to see a note at the end along the lines of "If there are no updates for your component, please drop a comment letting us know"
