Description
The banner image size for plugin assets is set to 772x250 because that's what fits best when the plugin details are shown in the "Add plugin" dialog directly on a WordPress site.
On wordpress.org/plugins, though, the same banner is usually shown in a stretched version. Every now and then, yet another plugin author asks why they can't upload a larger resolution banner for the plugin directory. The answer is always that most ordinary users usually only see the dialog through their own site, so – no thanks.
I'd suggest that we change the layout of the single plugin view on wordpress.org/plugins so that the banner won't be stretched. We could, for instance, let the right sidebar, which holds various plugin details, ratings, etc. start higher up, next to the banner.
I'm too lazy to create a mockup right now, but I think you get the idea. Obviously, the layout would still need to be adjusted for various viewports, etc.

An alternative would be to support an optional extra image asset sized at 940x304 for the site banner.

I'm personally not a huge fan of that, as then it's possible to have a different banner in WordPress vs on WordPress.org, although I guess that's not really something most people would care for dealing with anyway, and realistically most people would just accept the stretched on w.org (or shrunk in wp-admin) and only create one of the sizes.
